Tennessee nuclear facility guards suspected of cheating on security tests

OAK RIDGE, Tenn.—Inspectors from the U.S. Department of Energy have found evidence of possible cheating on security tests at the Y-12 nuclear weapons facility, according to the Associated Press.

The DHS announced today new standards for the private sector to get involved in emergency preparedness. I don't completely understand this initiative, to be honest, so here's the info, direct from the source:

DHS published a notice in the Federal Register today seeking public comment on three new standards identified for adoption under the Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep). PS-Prep is a partnership between DHS and the private sector that enables private entities—including businesses, non-profit organizations and universities—to receive emergency preparedness certification from a DHS accreditation system created in coordination with the private sector.

Sounds like businesses who meet the standards will be certified, but to do what? Here's a little more vagueness:

The notice proposes new PS-Prep standards to enhance operational resilience, business continuity management, and disaster and emergency management among participating private sector partners.

Okay, well we're all in favor of improving operational resilience and preparedness and the like, but curious how and if this translates into improving national security. Here's what Napolitano had to say about it:

"Preparedness is a shared responsibility and everyone—including businesses, universities and non-profit organizations—has a role to play," said Secretary Napolitano. "Ensuring our private sector partners have the information and training they need to respond to disasters will strengthen our efforts to build a culture of preparedness nationwide."

So, I guess private companies get certified after having met certain standards (which are yet to be determined), thus identifying them as organizations who can - what? Assist in disasters? Perhaps this is just a way to ensure that businesses indeed recognize and are "rewarded" for being prepared? But, I'm not really sure.

Anyway, here's how you can submit your ideas:

Individuals wishing to submit comments on the proposed standards, recommend additional standards for consideration or comment on other programmatic aspects of PS-Prep may obtain a comment form and instructions for submission online at www.regulations.gov, in Docket ID: FEMA-2008-0017. DHS requests comments by Nov. 15, though it will accept submissions at any time thereafter.

I received this news release late last week.

The Loss Prevention Foundation announced that Britt Wood resigned as president of the organization to accept another position, which was not disclosed.
“Britt started with the foundation in November 2006 and was very instrumental in its creation. Everyone associated with the foundation wishes him the best,” according to Frank Johns, Chairman of the group’s Board of Directors and vice president of loss prevention at Office Depot. Gene Smith, currently serving as vice president of the foundation, will assume the role of Interim President.
Smith joined the Foundation in January 2007 after serving as President of Downing & Downing, the industry’s largest executive search firm and human resource solutions provider. Smith was with Downing & Downing for over fifteen years. Prior to that, Smith spent twelve years in the retail Loss prevention industry, including six years in various directorships and two years as a loss prevention training manager.

Wood along with Rhett Asher, who both served in positions at the Retail Industry Leaders Association, got the The Loss Prevention Foundation up and running. It was launched in November 2006 to oversee and manage a loss prevention certification program. The program is comprised of two initiatives, LPCqualified, for novice loss prevention employees, and LPCertified for senior leaders.
